I appreciate that vehicles parked on pavements can cause problems for everyone, especially for people in wheelchairs or with visual impairments.
I have recently attended an event in parliament organised by the Guide Dogs, which recreated a cluttered street with a pavement parked car, and showed me some of the experiences people with visual impairments have when in this environment.
Councils are able to place bans on pavement parking through a Traffic Regulation Order without asking for permission from Whitehall, and ministers are encouraging them to use these powers. The Department of Transport is now gathering evidence on this issue and how it is addressed in law, and hopes to be able to draw conclusions later this year.
